Who are concerned with the BSR?

End users (individuals or communities) who need to share semantics with others in order to sell, buy products and services, or just exchange information.

Information system builders who want to automate information exchanges, and more generally, scenarios execution between actors.

There are many ways to use and exchange semantics. Different modeling techniques, formal descriptive techniques for data and scenarios with their associated tools exist or are in development. But they all need to refer to unambiguous semantics.
